The development and application of Geographical Information System (GIS) is closely related to the computer technology, database technology,network technology, communication technology,multimedia technology and so on. After more than 40 years development, GIS is still in the theoretical studies or the specific works in practice have made tremendous progress, have a ComGIS based on component technology, Web GIS based on network technology and Mobile GIS based embedded mobile. The paper content involves spatial information technology, embedded technology, Mobile computing technologies and wireless communication technologies, which are:(1) First, the theory of mobile GIS and its key technique carried on the discussion, expounded Mobile GIS, spatial information technology, embedded technology, mobile computing and wireless communication technologies, which provides a theoretical basis and technological support for the research and development of information gathering system of balanced fertilization.(2) Secondly, aimed at the business of information collection of balanced fertilization in our country to make a system analysis on the current status and researching content of balanced fertilization, farmland information data model, features, data collection processes and systems requirements analysis.(3) Again, in view of information gathering analysis of balanced fertilization, advanced system design principles, to design from using cases of the system, framework, functional modules, mobile database, and system design model category.(4) Lastly, to introduce the development environment and development platform in the mobile GIS platform -eSuperMap, using eMbedded Visual development tools to implement the main functions .Information collection system of Balanced Fertilization has been intrial operation in some areas, the system is operating well. Practice proves that the system has to meet the current farmland information collection requirements, demonstrate the advanced systems and practicality.
