Reclaiming rare earths: Improving process to recycle rare-earth materials

ScienceDaily (Oct. 24, 2012) ? Recycling keeps paper, plastics, and even jeans out of landfills. Could recycling rare-earth magnets do the same? Perhaps, if the recycling process can be improved.

Scientists at the U.S. Department of Energy's (DOE) Ames Laboratory are working to more effectively remove the neodymium, a rare earth element, from the mix of other materials in a magnet. Initial results show recycled materials maintain the properties that make rare-earth magnets useful.

The current rare earth recycling research builds on Ames Laboratory's decades of rare-earth processing experience. In the 1990s, Ames Lab scientists developed a process that uses molten magnesium to remove rare earths from neodymium-iron-boron magnet scrap. Back then, the goal was to produce a mixture of magnesium and neodymium because the neodymium added important strength to the alloy, rather than separate out high-purity rare earths because, at the time, rare earth prices were low.

But rare earth prices increased ten-fold between 2009 and 2011 and supplies are in question. Therefore, the goal of today's rare-earth recycling research takes the process one step farther.

"Now the goal is to make new magnet alloys from recycled rare earths. And we want those new alloys to be similar to alloys made from unprocessed rare-earth materials," said Ryan Ott, the Ames Laboratory scientist leading the research. "It appears that the processing technique works well. It effectively removes rare earths from commercial magnets."

Ott's research team also includes Ames Laboratory scientist Larry Jones and is funded through a work for others agreement with the Korea Institute of Industrial Technology. The research group is developing and testing the technique in Ames Lab's Materials Preparation Center, with a suite of materials science tools supported by the DOE Office of Science.

"We start with sintered, uncoated magnets that contain three rare earths: neodymium, praseodymium and dysprosium," said Ott. "Then we break up the magnets in an automated mortar and pestle until the pieces are 2-4 millimeters long.

Next, the tiny magnet pieces go into a mesh screen box, which is placed in a stainless-steel crucible. Technicians then add chunks of solid magnesium.

A radio frequency furnace heats the material. The magnesium begins to melt, while the magnet chunks remain solid.

"What happens then is that all three rare earths leave the magnetic material by diffusion and enter the molten magnesium," said Ott. "The iron and boron that made up the original magnet are left behind."

The molten magnesium and rare-earth mixture is cast into an ingot and cooled. Then they boil off the magnesium, leaving just the rare earth materials behind.

"We've found that the properties of the recycled rare earths compare very favorably to ones from unprocessed materials," said Ott. "We're continuing to identify the ideal processing conditions."

The next step is optimizing the extraction process. Then the team plans to demonstrate it on a larger scale.

"We want to help bridge the gap between the fundamental science and using this science in manufacturing," said Ott. "And Ames Lab can process big enough amounts of material to show that our rare-earth recycling process works on a large scale."

For North Dakota Pets, We Need a YES! on Measure 5! | ASPCA Blog

North Dakota is one of only two states that still classify even the most malicious acts of animal cruelty as weak misdemeanors. For years the state legislature has refused to take action, so the citizens of North Dakota took the matter into their own hands and gathered more than 25,000 signatures?almost double the amount needed?to put Measure 5 on the ballot this Election Day.

If passed, Measure 5 will protect pets by making extreme cruelty to dogs, cats and horses a class C felony.

Having grown up in northern Minnesota, I feel at home in the Midwest. That?s why I was shocked and horrified to hear this week that a woman in Wisconsin was arrested for deliberately torturing, poisoning, and killing her boyfriend?s dog. There is some relief in the fact that the Wisconsin woman will be charged with felonies and faces five or more years in prison. But if this dog had been tortured and killed in North Dakota, the abuser would get only a slap on the wrist.

I want nothing more than to see Measure 5 passed into law by North Dakota?s voters on November 6?that?s why I?m digging my winter boots and sweaters out of the closet and heading to Bismarck to work on the YES! on Measure 5 campaign!

How to Get Permits for Your Home Improvement Project | Zillow Blog

Getting a building or planning permit through a municipality is often time consuming and costly. Here are some helpful tips to get you through the process quickly and at a low cost.

Initial consultation

A lot of people start by talking to an architect or a designer without understanding their options. These professionals will charge you for information that the city or county can tell you for free.

Go to your governing municipality?s planning office, tell them what you?re thinking about doing and ask what your options are. Bring an aerial photograph of your property (Google maps) and sketches of your existing house and what you?d like to do. Take measurements of all of your rooms, the perimeter of your house and your structures and measure from your structures to your property lines (typically your fence line).

If your project is feasible, ask about the process. They will tell you either no permit is required or that a building permit is required and possibly planning permits such as a zoning clearance, design review, minor use or conditional use permits. Every municipality is different, so make sure to ask about the submittal requirements, review and processing times, cost and helpful tips to get you through the process quickly.

Many municipalities charge a flat fee for a combination plumbing, electrical and mechanical permit. To save on permit costs, it?s usually best to have one building permit for all of your improvements. Most permits don?t expire for six months and are renewed automatically with each inspection, so you?ll have time to get to everything.

Before you get a permit

Before you consider getting a permit for your home improvement project, be sure to obtain all of your existing permit records for the property. As part of the permit process for your new project, you may be required to obtain permits for any existing unpermitted improvements on your property. Permitting after construction is often much more costly and complicated.

To obtain records, contact your municipality?s planning or building department and ask for copies of all planning and building permits. Additionally, visit the county assessor?s office for the construction records on the property. The assessor?s construction records are often more up to date than the records from your local municipality.

Choosing your designer

If you?re required to do plans, you?ll need an architect or designer. A municipality may require an architect for your plan submittal. Architects are licensed by the state and are usually better overall, but they cost more.

Once you?ve got a few leads, ask each person what projects they?ve worked on, how many permits they?ve obtained and the timeline for each one. Also ask for three references from clients they?ve worked with and contact them.

Be aware that some architects and designers have a tendency to provide incomplete plans and respond to only a portion of the permit comments provided by officials. This will slow down your process dramatically and will increase your costs because many municipalities are on a deposit system and most designers and architects charge by the hour. If possible, get a price quote for the job with penalties for lengthy processing times. Regardless, get involved with the process, review the plans and the municipality?s comments and make sure everything is addressed prior to resubmittals.

While obtaining a permit may be a challenging process, the permit certifies the work is done correctly and helps the resale of your home. Getting involved with the process and ongoing communication with your designer and permit processors will help you get through the process quicker and for less cost. A friendly demeanor goes a long way with public officials. Good luck!

I once read a suggestion by conservative philosopher Roger Scruton, that you could drop all of culture into two broad categories (I paraphrase): ?High culture?, which is best appreciated with some formal education about what is going on with it (difficult literature, opera) and ?Low Culture?, which is basically everything in folk, primitive, and pop culture, for which education is not required. Sounds stupid and elitist, doesn?t it? Scruton himself admits many caveats, as I recall. It?s clearly impossible to create two such categories. But recently, well, I?ve started to think that perhaps he?s right about the education thing. At least when it comes to videogames.

I speak with reference to this FT article about a non-gamer judging videogames, and subsequent defences of the same. Actually, no, I don?t think we really need to worry about what non-gamers think of games. And that is because, in this instance, we are the highly educated elite.


I?ve read a few people suggest that it?s important to listen to non-gamers when the speak about our form. It demonstrates, it is said, the overall emptiness of games as cultural objects. It demonstrates how impenetrable our communities are, how obscure game mehanics have become, how difficult their systems are to outsiders.

Which seem like precisely the qualities of the things that Scruton describes as ?high culture?. You need to spend thousands of hours read and studying to have a proper understanding of Proust or Derrida, and the same is true of DOTA 2 or Dwarf Fortress. To master either requires research, thought, even experimentation.

What?s interesting for me, though, is that people get caught up on games not having anything to say ? something which outsiders, with their superficial appreciation of games, are quick to point out. From the New Statesman article:

But what?s most infuriating about Kellaway?s piece is its underlying truth: most video games really don?t have a lot to say. They generally have the lyrical nuance of a Eurodance song, and even a game like?Spec Ops: The Line?can?t properly critique the horrors of war when the player herself is actively creating those horrors. Kellaway?s favourite game from the selection was?Journey, one of my favourites too. But I also love?Hotline Miami, an ultra-violent and sadistically challenging title where you dress up in an animal mask and murder gangsters in a hallucinogenic world. I?m not even ashamed ? it?s a brilliant game! ? but I wouldn?t pretend it had reached a zenith of cultural significance.

I can appreciate all that. As John pointed out recently ? imagine if Dishonored had really had something to say. Imagine if Corvo?s exploits left us with some deeper, heavier message than ?it?s great to save the princess.? Now that could have been something.

But that desire persistently misses the point. The great reward from Dishonored was never meant to be the story. It was meant to be taking your existing familiarity and skill with medium of controlling first-person perspective games and using it to explore the systems and challenges laid out by the game designers. Mastering these, performing feats of stealth or supernatural combat, and relishing the results, is what matters here. Perhaps this is little more than having understood tutorials and self-educated a bit with game controller-use in other games, but I think there?s more to it. Watching players figure out what is possible in Dishonored is more like scientific method: trial and experimentation. And the reward is both sensual and intellectual. The fiction might have been weak, but who cares when what were were doing was indulging in the atmospherics and toying with the models and processes that make the game world tick?

The games that have really rewarded me ? and I will write something connected to this very soon ? are the ones where I have had to fail, and then to persist, and to educate myself. Imagine what the FT judge would think when faced with Eve Online, a game I took months and years of extended daily play to master. Would she even comprehend what it meant without serious study? Hell, most MMO designers don?t seem to understand it. And I say that from indignant and disbelieving experience in interviewing those people, time and again.

Can you really be expected to understand Day Z without some time in the heartland of first-person games? Even experienced gamers baulked at its difficulty, and at Arma 2?s arcane controls and interface. No, it was the people who wanted to learn, and made the effort to learn, and usually had plenty of existing experience, were actually rewarded for their time, or understood what that story-free sandbox of horror and survival was actually about.

The arbiters of cultural value are too used to looking for metaphors and messages. In games, though, the active process is the meaning.

And it wasn?t about its message. It wasn?t a story that can be analysed and understood for its subtext. It was about how specific systems and fictions can be integrated and then applied to human interaction. It was about what people do when their actions are mediated through a simulation of zombie apocalypse.

The connoisseur of super-hard platform games understands what those games are about, because they have the physical and emotional framework for dealing with them, and appreciating them.

People who haven?t played games, and don?t have an education in them, usually don?t understand that. And that?s fine. We shouldn?t expect them to.

Hell, people generally understand the rules of chess, but I would rather hear a master chess-player discuss the nuances and process of the thing ? for them to really decide what Chess was about ? than leave it to casual observation, as casual a game as Chess might be.

I was impressed that the FT subject spotted the combat in Mass Effect is a bit rubbish, mind. Is it that that obvious?

Bombs in market, shootings kill 17 in Iraq

BAGHDAD (AP) ? Back-to-back bomb blasts in a crowded Baghdad market near a revered Shiite shrine and a string of shootings targeting government officials killed at least 17 people Saturday.

The bombings, which happened within about a minute of each other, appeared be aimed at intimidating Iraq's Shiites, who are a frequent target of Sunni insurgents. Police said at least 11 people were killed and 35 were wounded.

The blasts struck about 500 meters (yards) from a shrine where two revered imams are buried, damaging nearby shops and buildings, according to police, who confirmed the casualty figures.

The attacks came as many shoppers were out buying new clothes in anticipation of the Eid al-Adha holiday, which begins in about a week.

"It was a busy time for shopping, so there were a lot of people around," said Ahmed Naseer, the owner of a stationary shop nearby. "When I came out, I saw burning carts and merchant stalls, and children crying and women screaming out of fear. The whole place was full of panic."

Earlier in the day, gunmen opened fire on a police patrol in the Shiite neighborhood of al-Shaab, killing two policemen and wounding another.

Authorities also said gunmen shot dead a police lieutenant colonel who worked with the State Identity Directorate late Friday in the capital's Karradah district.

Hospital officials confirmed the deaths in the Baghdad attacks.

Near the northern Iraqi city of Mosul, gunmen attacked a police checkpoint and killed three officers, according to two police officials.

All officials spoke on condition of anonymity because they are not authorized to speak to the media.

Gunmen also shot and killed a prison official in a drive-by-shooting during the morning rush hour in eastern Baghdad, said Justice Ministry spokesman Haider al-Saadi.

Violence has ebbed in Iraq since the peak of the bloodletting in 2005-2008, but insurgents still frequently attack predominantly Shiite areas, government officials and security forces in an attempt to undermine the Shiite-led government.

Saturday's attacks marked Iraq's deadliest day since Sept. 30, when a string of coordinated blasts that hit Shiite neighborhoods and struck at Iraqi security forces left at least 26 dead.

Questions for Medicare in meningitis outbreak

WASHINGTON (AP) ? Medicare is coming under scrutiny in the meningitis outbreak that has rekindled doubts about the safety of the nation's drug supply.

The giant health insurance program for seniors long ago flagged compounded drugs produced for the mass market without oversight from the Food and Drug Administration as safety risks. In 2007, Medicare revoked coverage of compounded inhaler drugs for lung disease.

But Medicare doesn't seem to have consistently used its own legal power to deny payment, and critics say that has enabled the compounding business to flourish.

Now program officials are scrambling to find out how many Medicare beneficiaries are among the more than 270 people sickened in 16 states in a still-growing outbreak that has claimed 21 lives.

The illnesses have been linked to an injectable steroid used to treat back pain, made by the New England Compounding Center, a Massachusetts specialty pharmacy. The medication was contaminated with a fungus.

A senior lawmaker and consumer advocates are raising questions about Medicare's role, including an apparent lack of coordination between Medicare and the FDA, the two most powerful agencies within the federal Health and Human Services Department.

In response, a department spokesman says Congress needs to provide the FDA with stronger powers.

The meningitis outbreak has called attention to the role of compounding pharmacies in supplying medications routinely used by hospitals and doctors to treat patients. Regulated primarily by states, the pharmacies specialize in customizing doses for individual patients who have allergies to ingredients in an FDA-approved drug, or who might need a smaller dosage than what's available commercially. But some pharmacies have pushed into full-scale manufacturing.

Medicare has long been aware of the risks.

"By compounding drugs on a large scale, a company may be operating as a drug manufacturer within the meaning of (federal law), without complying with requirements of that law," Medicare's coverage manual, a reference for contractors that handle payments, says in a section dealing with compounded drugs.

That situation, adds the manual, fails Medicare's basic standard, that treatments must be "reasonable and necessary" in order to be covered. "This means, in the case of drugs, the FDA must approve them for marketing," says the manual.

It goes on to say that billing contractors should wait for instructions from Medicare before cutting off payment in specific cases where the FDA has determined that a company is producing compounded drugs in violation of the law.

"Medicare indicates in its own policy documents that it can cut off payments for compounded drugs produced under manufacturing-like conditions," said Sen. Charles Grassley, R-Iowa, who over the years has pushed for stronger government oversight of the pharmaceutical industry.

"Medicare should explain whether it uses this step, and if not, why not. Every avenue for explaining how this health crisis occurred and preventing others like it needs exploration," he added.

Joyce Lovelace of Albany, Ky., says she doesn't understand how the outbreak could have happened. Eddie Lovelace, her husband of 55 years, died of a stroke after receiving injections of the steroid implicated in the outbreak as a treatment for pain from an auto accident.

"I'm 100 percent behind not paying ... whether it's Medicare, Blue Cross, or whatever," she said. "Somebody dropped the ball and as a result my husband is gone." Eddie Lovelace, 78, a long-serving judge, was still working at the time of his death and Medicare was not his primary insurance.

Medicare officials are looking into whether the program paid for drugs that have sickened patients.

"If the FDA determines a company is producing compounded drugs in violation of (federal law), Medicare will not reimburse for drugs produced in that facility," said HHS spokesman Tait Sye. "The FDA's regulatory authority over compounding pharmacies is more limited by statute than it is for typical drug manufacturers. We urge Congress to strengthen the FDA's authority."

FDA records show that in 2006 the agency issued a warning letter to the New England Compounding Center for producing anesthetic creams, but officials were unable to say if Medicare was alerted.

In a separate case, Medicare seems to have taken sweeping action on its own without much prodding from the FDA. In 2007, Medicare stopped coverage for compounded inhalation drugs used to treat lung disease.

"Compounded drugs are not considered interchangeable with FDA-approved products," said an information bulletin at the time from Noridian, a major Medicare payment contractor. "The absence of testing for safety and effectiveness has the potential of putting a patient at increased risk of injury, illness or death."

Michael Carome, deputy director of Public Citizen's health research group, says Medicare's policy on compounded drugs seems "internally contradictory."

"They do appear to have a policy for which the default setting is that Medicare does not cover drugs that have not been approved by the FDA," said Carome. "That essentially applies to many, if not all, drugs made by compounding pharmacies."

Medicare's defenders say the agency may be reluctant to act for a number of reasons. Cutting off compounding pharmacies could aggravate drug shortages. Also it could open Medicare to a political counterattack from industry, even charges of rationing.

But Carome, a physician who once served in an HHS regulatory office, says the alternative is that compounding will continue with little federal oversight and recurring outbreaks.

If Medicare had expanded its compounding crackdown beyond just lung disease medications, "that might have prevented the widespread use of these drugs," Carome said. "Without coverage, things don't get used."
